 Promote the development of healthy soils on California's farmlands and ranchlands. 

 Alternative Manure Management Program 

 This program will award competitive grants to California dairy farms for the implementation of advanced manure management practices that reduce both methane emissions and nutrient surplus. 

Designed to insure against unexpected declines in the quarterly revenue from milk sales relative to a guaranteed coverage level.
